blinkers causing running lights to flash... 06 silverado

when its bright out and the running lights are suppose to be on and i turn the blinker on, all 4 running lights flash. but when its dark and the headlights are on the blinkers work normal. on the front the white running lights don't even come on. i know they work because when i hit the lock button on the remote they flash. both dim amber lights flash and the bright amber of the blinker that's on flashes. on the back the top 2 dim lights flash and which ever blinker is on flashes. has anyone ever seen this problem?
