4L60E Shifting Problem

The problem on my 1998 C1500 is that at least 75% of the time the truck is started the trans won't shift out of low gear and the anti-lock brakes light comes on on the dash about the time the trans should shift. Restart the truck and the trans will work fine - sometimes it takes two or three trys. Had a code that the TPS was bad so I replaced it and no new codes, but the problem remains. An earlier response on this board said check the Transmission Speed Sensor so I did. Service manual says it should be between 1470 and 2220 ohms. The original sensor measures 2250 ohms so I replaced it with a new sensor (that measured 1400 ohms). With the new sensor the shifting problem has not changed but now the anti-lock brakes energize at anything more than very soft brake pedal pressure.

 

My current thinking is that I've got to find a sensor with resistance in spec - but what else could be causing the intermittent shifting problems?
