ABS problem

I have a 99 K2500. I just replaced the front rotors and pads, but have developed an ABS issue. At 5 mph, the ABS activates. Is this common? Any suggestions on correctling this?

I have the same problem('00 Silverado),  I think it's the speed sensors.  The Autotrac also seems to engage on dry pavement now.  It is getting worse, not better.

Any fixes?
