Dry rotting serpentine belt

The smaller of the belts on my truck is dry rotting and needs to be replaced, is this causing the whining/ hum noise at acceleration?

I had similar problem and the noise was from the tensioner pulley on that belt,bearings were bad on the pulley. Got a new pulley and belt,problem solved. Remove fan shroud and fan to make change out easier.
