Fuel Pump/Passlock issues

Ok so long story here. Created a bigger issue by fixing a minor issue. So I got the code P0449 for the vent valve solenoid. It's in between the box and the cab and I don't know of any other way of getting at it besides removing the box,or at least tilting it(pretty stupid for a part like this) but anyways.. I forgot to detach the harness for the little liscence plate lights and ended up tearing it apart. Also broke the ground from the filler neck to frame.

 

I fixed everything, repaired the harness, reconnected everything, go to start the truck and it turns over but won't start. Checked every fuse I can think of, all good. Fuel pump won't prime. It's really strange.I pulled the pump out of the tank and hooked the battery directly to it and the pump runs fine.

 

I pull the plug on the pump and hook up the multimeter to it.Turn the key,(to on position not cranking) and power goes to the plug for 3 seconds like its supposed to, ground is also good. But then when I connect the plug to the pump and turn the key, no power to it.It's really strange. Relay is good, fuses are good. Power when the plug isn't connected, none when it is.

 

I'm thinking it's a passlock issue but I'm not sure how to fix it. I've tried doing a key re-learn, and disconnecting the battery and re connecting it then doing a relearn. No clue what to do. No pressure in fuel rails either(obviously).

What year/ engine is your truck? It's not a passlock issue, as that will cause a start/ stall scenario, along with a flashing/ iluminated theft light. Check to see if you have any fuel pressure and then report back. Also, when you say you have power, what is the actual voltage reading?
