A/c 2010 silverado

So my 2010 Silverado has an a/c heater issue. When I turn either on it works when it is on full blast but if I turn it down it does not work. I hear a clicking from the blower motor area. I took off the panel to look at the problem and notice the click is coming from not the motor itself but a cable that is hooked into the blower motor and possibly to the resistor. so my question is if this is a resistor issue or blower motor or possibly both?

I would say it sounds like a resistor problem.
