Front Gas Shocks - Stupid Question on Spacer

Just redid the entire front steering & suspension on my 97 Sierra 2wd.  So, in all my years, never seen these little bushings that came with my shocks.

Are these some sort of lift spacer or more of a really thick washer ??  Where do they go ??   1/4" thick.  See pic.
