Tow hooks

So I just took off my rough country tow hooks to paint them and never put back the foam that goes between frame and bumper on the hooks. I noticed the edge of the frame had a bunch of rust so just left it off has anybody done this any difference?

Any help would be appreciated just want to know if anybody did same thing by removing those foam pads
