Boss bar step

Hello all, my boss bar stainless tube step was making a rattling noise the other day. The bolts that hold it in place were loose. I tried to tighten them but they just spin.I ended up taking the step off completely be cause I didn’t want it to fall off on the road. Unfortunately there is an aluminum threaded sleeve that the bolt threads into. Now all of these sleeves are no longer attached to the stainless tube step. There is no possible way to re attach the step now without that sleeve in there, and you can’t get your hands or a wrench inside the tube to place a nut.Other than welding which I do not want to do, does anyone have any ideas? Sorry for the long post
