Parking lights Head lights

I have a 2019 Chevy Silverado 1500 and there is a problem needed to be solves.

 

Course of stupid rules you are not allowed to have amber parking lights so the importer in Germany disconnected them and I want them running again. Here we comes to the big problem. When i turn the parking lights on the head lights comes on, so there is no way to have the foglight and parking on. Only head light and high beam.

I checked the light switch and there is nothing done there, nothing in the fusebox. What can the fools have done?
