Welcome to GM-TC.

1) I just had mine apart last night because they were kind of intermittent. I disasembled the switch, cleaned all the contact points with rubbing alcohol and a q-tip. There's a couple little mettal tab tings in there that looked kind of flattened out, so i bent them up a little hoping they may make better contact. Seems to have worked pretty good, they move nice and easy now. You can also find those entire switch panel with door lock, window, and power mirror switches on e-bay. I seen one go for $16.00 last night. Just be care full, take your rime and watch how the pieces come apart to make it easier when you put it back together.

2) You can have the dealer reprogram the BCM (body control module) so that they don't auto lock. I don't think there is any other option with the '99's and early '00 trucks. Another alternative is to get a BCM from a '01 or '02 Silverado, Sierra, Tahoe, Suburban, Yukon off of e-bay. Do a search for BCM. I've seen them go for $20-30. With those BCM's you have a few different options of programming your door locks yourself, and the ability to turn off the auto headlight feature with the dome override switch. There may be other features too, but I'm not sure. It's a simple remove and replace job. There is a procedure that has to be done so the truck learns it has a new BCM, but you can do it yourself. I can't remember the steps, but if you do the swap, you'll be able to find the steps online.

3) I'd suggest changing the fuel filter. Changing your fuel filter It's a pretty simple, inexpensive job, but can be a little messy. It may not have anything to do with your running Hess gasoline problem, but with it being a '99, it may have never been changed.

Good luck.
