Parking Brake???

I replaced the parking brake shoes on my 1500 Silverado today. I also replaced the rotors, pads and Left parking brake cable. I couldn't adjust the shoes per the factory recommendations as I didn't have a vernier caliper that was big enough. I just adjusted the shoes until I got some slight drag on the rotor and then backed them off a little more.

 

My question is this: is the brake pedal supposed to goe to the floor?

 

The cable adjustment is about 1/2 way down the threads. The truck holds on a steep grade once the brakes are set. It may drift a little bit but this is on a hill that I would use a chock on anyway.
