Cannot Read Codes From Port/no Power

My 03' Denali was a theft recovery. My Dad has a code reader that he tried to connect to it and the plug didn't have power. We turned the ignition on, started the truck and left the key off. Nothing.

We then went to his F150 and my sisters Colorado trucks and both powered up upon connection without the key on. It seems I have a problem.

Any idea why my computer diagnostic plug wouldn't be getting power?

check the fuse for the cigerette lighter. They are tied together for power, most likely it may be blown.

Yea, someone else suggested that but my lighter works.
