E-brake Issues

Recently my e-brake has been sticking to the point that is begins to smoke. I tore both sides apart last weekend and cleaned everything very well and lubed the moving parts inside the rotor, but now the drivers side is still sticking.

 

Is there anything specific I should look at or are there any known failing parts that I should replace.

 

I know someone will say "Just disconnect it and forget about it".....well thanks to the wonderful state of Pennsylvania, it needs to work for me to pass state inspection.

Replace the parking brake lining,they are likely contaminated,if any oil or grease got on them,then they need to be replaced or if they got over heated they need to be replaced.
