Front Brakes Dragging

I have a 1993 gmc 1500 2wd v6 the front brakes are dragging because i jacked up the front end and the front tires cannot be turned by hand. so i replaced the pads rotors and calipers but it still drags. i think its the master cylinder but i and open to opinions from gm tech's

When it is locked up, take the two nut loose that hold the master cyl. on the booster. If the brake free up, you know it is either the booster or pedal keeping the brakes applied. If it does not, you know it is the master cyl.
