Dead Obd Ii In 2003 Denali Truck

My 2003 Denali QS Truck has popped the CEL, but runs fine. 3 different ODBII scanners have failed to connect to the ECU. I checked the fuses in the engine compartment, and they are all fine. Is there a hidden fuse or relay for OBDII power? Or is there some other gremlin i am overlooking?

Did you check the fuse labeled for the cigarette lighter? That was the cause for my ODBII port not working.
