Brake Pads Don't Slide On The Slide Bar

My brother and I just put new pads and rotors on the front of his 2003 Silverado 2WD. The pads would not slide easily on the new slides, even with all of the thumb pressure I could muster. Is that normal? The old ones wouldn't slide either, so I assumed that was the cause of my poor brake performance. How freely should the pads move on the sliders?

 

Also, the torx head bolts were frozen at the non-threaded point inside the braket inside the caliper. When we did get them out and ran them over a wire brush, they were severly pitted. What would have caused this?
