Power Steering Problems

I have a 2003 Envoy XL SLT with the I6. I was in Evanston Wy for a week, and after a -10 night, the power steering stopped working. Every once in a while it will work, and oftentimes it seems to be pushing against me rather than helping me turn. If I turn the wheel real slow, half the time it will work.

Checked the belt and pullys, fluid was changed about 20k ago, and pump does not seem to be making any strange noises.

I called the shop I use back home after striking out with a couple of shops here (Without looking at it they wanted to replace the pump.) He said he's had Tahoe's that have a bad EVO sensor or somthing to that extent. He didn't know if the Envoy had that as part of the power steering, and that if it was the case, I could replace it myself.

I figured that it's time I stoped lurking and actually asked a question. This is the first problem I haven't found an answer for by searching the forum.
