Water In Fog Lights

I recently was washing my truck ( 2005 gmc sierra 2500 hd ) and noticed my fog lights where filled with water. No wonder they where not working. I tried to take the whole bracket and light assy. out but could not get them free from the bumper. I got the bolts out but the bracket would not manuver out of the spot. Does anything else have to come off ?? Thank you.
