There has been some talk about this and I was curious: just how easy should it be to depress, and how quickly should it rebound? What is the cleaning procedure for an EGR?

Mine depresses with moderate force and rebounds as well, but it does feel like it could be cleaned. It is of course a 20 year old OEM part

I'm sure it can be cleaned but to be honest I would just replace it
