Wiper Fluid Wont Stop Spraying

Hello,

 

I am having a problem with my 2003 1500HD - my wiper fluid is spraying constantly regardless of whether or not I even have the key in the ignition. I replaced the relay and verified that the motor is OK. I am thinking I have a bad multi function switch. Is that possible since it constantly sprays even with no key in the ignition?

 

If this could be a cause - am I able to replace the switch without pulling the whole wheel and screwing with the air bag? It looks like I might be able to remove the trim behind the wheel on top of the column and get to the switch.
