Help! Can Loosen Steering Gear Adjustment Plug...

I've finished removing the steering gear on my 2002 GMC Sierra in order to replace the oil seal Oring that I believe is leaking. I've removed the locking ring and expected it would be easy to then remove the adjustment plug (threaded). I can budge it at all - and there is no rust on the treads either (the locking nut protected the threads from the elements.

Am I doing something wrong? I broke my adjustable spanner and even with the tool I made (see attached pic) it won't move.

If anyone knows of a rebuilder of steering gears in the Toronto, Canada area I may have to go that route.

Dispite getting no answers to this posting I'll tell you all the solution. If you hammer the housing around the plug and the face of the plug itself (quite hard), it will loosen off without hardly any effort - my small spanner did the job.

Cheers.
