High Beams Not Working

I work for a sheriff's department with 2 patrol trucks; the one I was driving tonight decided it hates me.

 

Just for added information, it has a relay system setup for wig-wags to where it alternates the headlights during pursuit mode.

 

Tonight, the brights quit working. The relay for the wig-wags still clicks when you turn on the brights or engage the wig-wags. I can even hear the facotry high-beam relay under the hood clicking, and I even switched relays to triple check.

 

The blue high-beam indicator comes on, but, no high-beams.

 

This sound familiar to anyone?

Yes, surprisingly I have had this happen to my 98 only it was stuck with high beams and no low beams and now my roommate's car just did the same thing. The relays click but we can't get the lights to come on. I have never figured it out.
