Box Stake Holes Size?

I just bought some used chrome box rails that came off of a 2004 Silverado and was going to put them on my 2003 silverado. These are the kind that use that expanding rubber block in the stake hole. But the rubber seems way to small and i can't get them even close to tight. Is the stake hole not the same size between the 04 and 03 models?

All boxes were the same from 99 until the '07 classics.

thats what i thought, guess ill have to take a closer look at how they are supposed to fit in there.
