Fuel Leak

1999 chevy z71, 5.3. 1 st morning fuel on snow, smell of gas but truck was driven by some one. Now just sign of fuel on rail tube. What is the leaking problem? The fuel pressure regulator? If I start truck is seams to be leaking on the vertical area not the fuel pressure regulator.

There is an O-ring on the end of each of the tubes.It looks like they are leaking.

Isthis the right procedure? I assume the 2 lines are under pressure. Turn fuel pump off and turn ignition to relieve pressure. Take vortex cover off and remove screw holding plate down and remove lines and replace O rings.
