can you describe what you mean to be really "rough"...IE, the pedal is spongy, feels like dragging, pulls left/right...etc...

Might help diagnose.

Could be several things... Did you have your rotors turned (i'm assuming 4 wheel discs)? Its possible also there is a bit of warping (when you hit the brakes does the steering wheel vibrate?). Could be some contamination on the disc or pad causing a difference in drag from one side to the next...

Jack up each corner, with the wheel on and give it a spin, see if you can hear anything... could also be a sticking caliper...

Just my 2cents...G/L

Defective/worn rotors would not cause an issue while driving, only when braking. It's not clear what you mean by "feels rough" but if you are experiencing drag, you likely have an issue with a caliper sticking. If braking is "rough," it's possible your pads aren't bedded or you need new rotors (or at least turn the old rotors.) It may be advisable to have a qualified mechanic look at the vehicle before randomly replacing parts.
