08 Colorado Starting Issue

2008 colorado, 2.9 litre(4 banger atlas)...every once in awhile it is a pain to start, you have to rag on it to finally get it kick off, almost like its out of fuel...it has new throttle body,fuel regulator, its ran low on fuel often too(not mine don't flame me)..the dealer will not do anything because they cannot duplicate the problem..it does it warm or cold, first start up of the day or after being driven..my buddy accepts it as normal, my 04 with over 100k pops right off!! that aint normal
