What your looking for is the Air Dam.  Sorry, I don't have the part number, but a dealer can tell you what it is.  You'll have to tell them that you want one with tow hooks, as the holes are already cut out of it.  GM made at least 3 different ones for those trucks; smooth, cut outs for tow hooks, and cut outs for fog lights (not sure if they made one with cut outs for both tow hooks and foglights, I never seen any at least).  You may need to get the hardware to mount it too, if you don't have it already or if it don't come with it.

I think 15569428 is the part number for the airdam without any cutouts, and it's 26.84 at PartsZoneOnline.  Contact Bill, [email protected], there and see if he can tell you the part number and price ,including S&H, for the one with tow hook cut outs.  Also, ask him if it comes with all the hardware to mount it.

The air dam on my 95 was missing when I bought the truck and I actually like the looks more than with it on.  Just my opinion.
