02 Silverado Heat Control Issues

I recently bought a 02 Chevy Silverado, 2500 HD Diesel, the air conditioning blows strong out of the vents for the back seat and on defrost, it blows out a little on the floor and not at all out of the vents. I have replaced the actuators. Took it to the dealership for diagnostics and they said the heat control needs to be replaced, I got one from the junk yard and it still isn't working. When I switch to the floor the actuator switches but when I put it to the vents it just keeps spinning and doesn't switch the vents on. Is there anything else I can do/check? The dealership wants over $500 and I am unemployed so I can't afford that right now. Any suggestions would be greatly appreciated.

A new control panel and installation that I got from a junk yard for 75 bucks.

 

The order from the dealership states:

 

"Checked for HVAC output. Found output not changing to proper position - installed a known good actuator to controls but they are moving but in opposite directions - needs HVAC control replaced"
