2004 Silverado Brake Question

hi, im working on a 04 silverado, and it seems like the front brakes are'nt working as well as the back ones. the rear rotors were black and heat scored, the fronts seem to be in very good condition. While driving, the brakes dont seem too strong. It has all new brakelines just replaced by another shop, ther e is no air in the system, and the problem was there before the lines were replaced. so what would cause the truck to brake harderf on the rear axel.

ps. both calipers were free, and the slides were still lubed and moving free. The truck also has a welder/gen set in the bed as well as a full cap on it. Mabey 1000 to 1200 lbs.
