Key Fob Programing 98 Sonoma

I have a 98 gmc sonoma, I have tried P/N: GM 15732803 FCC ID: KOBUT1BT as well as an alternative P/N : GM16245102

numbers on the back of the remote case: 16245100-29 or 16207901-5. I am familiar with programming. (I have GM tech manual and this information is on the web). What I am not sure of is if the Remote Control Door Lock Receiver is functional or if there is a problem with BCM. The truck steps through the process of programming a FOB, but the FOB never completes the final step of locking and unlocking the doors. Every power function works so I think BCM is good, but I cannot tell if Remote Control Door Lock Receiver; is transmitting new codes. Your recommendation is appreciated in advance.
