Heat blower won't work when it's cold? But usually starts about 15 mins of driving. Could there be moisture in the motor that is freezing and then thawing after the short drive? If so how can I fix?

If on auto, it will take some time before it blows with earnest. However, unless really really cold, 15 min seems a bit long.
