Rocker plugs

I did google search on this and couldn't really find a good answer, but what anyone know what those black plastic plugs are on rocker panels are? Can you remove them to spray fluid flim in them for protection of the rockers?

You can remove them, they just pop out with a screw driver. I hadto tske mine out to install my steps.

So they only there for step bars?
