Spare key for Silverado- Built in Mexico?

I have a 2008 Silverado 1500 Crew Cab. I ordered a spare uncut transponder key(I have one working key). After ordering I noticed it says only for vehicles whose vin starts with a 1 or 4. Mine starts with a 3(Mexico). So my question is where do I get a spare key for mine and what are the instructions for programming it? Thanks!

My '09 Denali is a "3" VIN. I bought some cheap keys online from eBay/Amazon, and had no luck with them. And I refuse to go to a dealer.

 

I went to a local locksmith. They had me hooked up with a functioning key in 10 minutes. Cost me $40.
