HID vs LED doesn't matter, it is how much brighter they are than halogen. Just looking at the pic you can tell how much brighter they are than standard bulbs (hence the reason you said "not bad"), and that is just a few feet in front of the truck and a foot or two above the hood. They probably haven't flashed you because they were too much in a daze to realize what was going on to then find the bright light switch and flash you.

 

Not to mention you aren't making use of the LED benefits and most likely have beam aiming issues. Where a halogen has an pretty much equal spread of light and the reflectors designed for that, LED's have a few diodes that shine light in specific places allowing for dead spots. Either way the housings should be changed to match the bulb to not be "that guy" on the road.
