2014-2015 Sierra/Silverado 1500's Seatbelt Issue

I was just looking at the details on my seatbelt recall and I'm wondering out loud why is that unsold trucks in dealer stock get a new replacement and trucks already on the road get some kind of GM hooky fix?

Anyone had this fix done yet and what kind of job did the dealer do?

Recall Title:

SEATBELT LAP ANCHOR TENSIONER CABLE

Recall Description:

General Motors has decided that a defect which relates to motor vehicle safety exists in certain 2014–2015 model year Chevrolet Silverado 1500 and GMC Sierra 1500 vehicles. The flexible steel cable that connects the driver’s seat belt to the outboard side of the seat (the “tensioner cable”) can fatigue and separate over time as a result of occupant movement into the driver’s seat.

Safety Risk Description:

In a crash, a fatigued tensioner cable could break, reducing the effectiveness of the vehicle’s seat belts increasing the risk of injury to the driver.

Repair Description:

For used and customer vehicles, dealers will enlarge the side shield opening, install a pusher bracket on the tensioner, and if necessary, replace the tensioner assembly free of charge. For unsold new vehicles, dealers will replace the retractor assembly.

Recall Status: INCOMPLETE
