A/C Damper Problem

How much of a PITA is it to get to the damper that directs flow from the floor to the dash on a '98?

 

For some reason, I started getting very little air flow up top. The floor position works fine. I did hear something like paper or leaf making a racket the other day. I figure something is caught in the damper keeping it from moving.

happened to my 89 blazer right after I had the heater core replaced. They had to go back in by the heater core behind the pass glove box. Plastic vent selector broke, and it blew out the vents on defrost.
