saw a set of tires and wheels on craigslist. 295 55 20. will they fit on a 2013 hd 2500 with a level kit installed?

Depends on the the width and offset of the wheel. A 295/55/20 tire will fit on the factory 20's with a level, if they are aftermarket wheels we need more info.

I just put 295/55/20's on a leveled 1500. They do not rub 98% of the time. Only rub i get is with full lock turns (so basically trying to rub). This is with the factory 20 inch wheels.

Same here, I have 2017 Silverado Crewcab wheels 20x9,0 offset, backspacing 5", KMC XD Grenade black/milled.

Tires 295-55-20 Nitto Ridge Grapplers. Wheels rub only on wheel lock and rub ONLY on the carpet like fender liner. only issue is that now I keep getting a "Steering Assist Is Reduced Drive With Care" notification on my dash now..
