Starting problem engine chugs and stalls if not given throttle when warming up

 

I put the scanner on it and even though the engine is idling at about 1000 RPM the scanner is showing a erratic RPM up to 2700 it's not the ignition control module or the pick up coil any idea which wire would be sending the rpm signal to the ECM The distributor is new I figure a wire shorting out somewhere ?

Or could be something else any ideas
