cold coolant 2.7 turbo

this is the highest my temp gauge is going up at idling in -21C/-6F, it will warm up to the 100C mark when driving on highway, drop back when sitting in traffic idling.  is this normal? Poor cab heat.  Engine is 2.7 turbo.
