2002 Silverado 1500 service 4wd

Service 4wd dash light is on and the switch lights are all on. I replaced with new switch and no change. I cleaned the ground on the frame and no change. I checked voltage and ground on the actuator and it is good. Can it be the actuator or encoder? At a loss. Thanks for all help
