outside mirror lights

I just purchased a 2017 Silverado and the turn signals in the mirrors don't work. The mirrors are power adjust but manual fold and extend.  There's also a dark piece of plastic on the outside edge of the mirror case, is that a light also? Any suggestions on what could be the problem?

Do you know if the mirrors came with the truck from the factory, or were added by a prior owner?

I really don't know. I as wondering the same thing. How do I tell if they are factory?
