how to remove air vents

Hi I'm new here, I have a 2000 Sierra. I'm sick of the gray interior so I'd like to paint parts of the interior including the passenger side air vents. How do these come out? I've already taken off the bezel and the vents itself. All that's left are those vent casings. I can free up the top but the bottom is still stuck. Thanks

 

Another thing, when painting the interior I use primer then two coats of paint? Should I rough up the surface first?
