Being that you tow alot, Im sure you checked your tongue height. That is usually what cause's sway in trailers. If you haven't tried it, you want to raise or lower the tongue height and try it. Is it a single axle trailer? Those are the worst.

Boats are notoriously known for being heavy in the back end especially if they have a large motor and fuel tank back there. If the tongue height doesn't help anything, I would try moving the boat forward a little by moving the bow stop up the tongue some if possible or moving the stuff in the boat toward the front when in tow. If there is not enough tongue weight many times a single axle or even sometimes tandem axle trailers will do that.

I'm not sure but some of the problem could be low air pressure in the tires; we had P rated tires and had a similar problem but switched to 8 or 10 ply P rated and it helped to stablize when towing. You also might want to look into a sway bar to help aleviate some of the sway.
