High beams don't work

Just got the truck. 2001 3500. When I try to flip the brights on the low beams go out and no high beam comes on. I first thought it was just a weird to have both HB3 bulbs out. Then I realized there was no high beam indicator on the dash. I looked in the fuse box, but it seems the whole outside light system runs on the same fuse.

 

No big deal to get a couple bulbs if that's the case, but not having the indicator on inside leads me to believe there is a deeper issue. Anyone seen this?

Sounds like a faulty dimmer switch and that is part of the multifunction turn signal switch.
