What should be done first......Could a Big Brake upgrade be applied to stock OEM wheels and tires for a Tahoe or Suburban. Stock as in 16 inch wheels and 265/75 series tires?

Most bigger brake upgrades require at least 18" wheels. You could check out Praise Dyno Brake. They make cryogenically treated brake kits that give you the performance of larger brakes...but allow you to use stock wheels. I will be ordering a kit myself soon. Also, keep in mind that if you do go larger wheels and brakes...you will need a matching spare tire/wheel.
