350 Engine component Identification

I was looking under the hood of my 1989 van (350), and I saw some things that I just don't know what the hell they are and what they do.

1. A big plastic "bubble" attatched to the hood that has an air line that goes to a T and then back to the engine.

2. On the throttle linkage a separate arm comes off near the TBI and goes to another module that moves in and out when the throttle is pressed or released. There is a rubber piece that moves with the arm and makes sort of a hissing noise (air).

Any help is appreciated.

The big plastic "bubble" attatched to the hood is the Vacuum Reservoir it prevents vacuum loss to the cruise actuator and HVAC system under full throttle conditions.

As for the other peice,I'm guessing that you have Cruise Control and its the vacuum actuator thats attached to the TBI....thats the best guess I can give you without seeing it.
