1999 2500 6.0L

My friend has a 1999 Chevrolet Silverado 2500 w/ a 6.0 liter engine. The truck has 186,000 miles on it. It also has the original engine and transmission. The problem he is having is in the morning or when the truck has been sitting for a long period, it flutters off the start. It acts like its not getting gas. I checked the MAF, plugs, and plug wires. They all checked out. He said he just had the fuel filter changed also. On a interesting note though, he mentioned when the mechanics changed it, it ran like crap on the way home and then cleared up. He also complains of a reduced engine power feeling. He says that it doesn't feel like its at full power. Any help would be great!!
