ok my dads 1500 run like my civic 1.3 L engine going down hill. What can he due to make more power? I know bolt on but still need something else?

Save yourself a bunch of time and trouble and just bolt on a supercharger. Check out tbyrne's website.

THE BEST UP GRADE YOU CAN DO IS TO RAISE UP THE RADIATOR CAP AND DRIVE A 2500HD 8.1L UNDER IT

yep, small engine for a big truck.. you can do intake exhaust, and a tune for under a grand... or a supercharger for 5 grand... best bet might be a 5.3l or something
