Low Beams & Cluster Lighting ALWAYS On

Hello,

I've got an 01 Yukon XL and the other day noticed that my instrument cluster is always lit up as well as my low beams always being on. There are the DRLs on the vehicle but I don't think I've ever seen them on now that I come to think about it. I'm the 2nd owner of this vehicle so I don't know whether the previous owner tried his hand at wiring or what but I tend to think the cluster lighting shouldnt be on at high noon. Any ideas?

Is the photo cell covered up or dirty? Could be unplugged too.
